भारत का सामाजिक तानाबाना स्वयं में जटिल और संवेदी है। सामाजिक, धार्मिक, शैक्षिक और पारिवारिक परिस्थितियां महिलाओं और बालिकाओं के लिए अनादिकाल से भेदभाव पूर्ण रही है। समाज में प्रचलित कुरीतियां एवं भेद-भाव जैसेः कन्या भ्रूण हत्या, असमान लिंगानुपात, बाल विवाह एवं बालिकाओं के प्रति परिवार की नकारात्मक सोच जैसी प्रतिकूलताओं के कारण प्रायः बालिकायें/महिलायें अपने जीवन, संरक्षण, स्वास्थ एवं शिक्षा जैसे मौलिक अधिकारों से वंचित रह जाती हैं। इन सामाजिक कुरीतियों को दूर करने हेतु सरकारी और गैर-सरकारी स्तर पर निरन्तर प्रयास भी किये जा रहे हैं। इस परिवेश के दृष्टिगत उत्तर प्रदेश सरकार द्वारा मुख्यमंत्री कन्या सुमंगला योजना के रूप में नई पहल की जा रही है जो अत्यन्त आवश्यक है। राज्य सरकार द्वारा बालिकाओं एवं महिलाओं को सामाजिक सुरक्षा के साथ-साथ विकास हेतु नये अवसर प्रदान करने के लिए यह योजना प्रारम्भ की जा रही है। इसके फलस्वरूप जहाँ एकतरफ कन्या भ्रूण हत्या एवं बाल-विवाह जैसी कुरीतियों के रोकथाम के प्रयासों को बल मिलेगा वहीं दूसरी ओर बालिकाओं को उच्च शिक्षा व रोजगार के अवसरों की ओर बढ़ने का अवसर प्राप्त होगा। महिला सशक्तिकरण वर्तमान उत्तर प्रदेश सरकार की प्रतिबद्धता है। पोर्टल का उद्घाटन श्री योगी आदित्य नाथ, माननीय मुख्यमंत्री, उत्तर प्रदेश, राज्यपाल श्रीमती आनंदी बेन पटेल और माननीय कैबिनेट मंत्री स्मृति जुबिन ईरानी, महिला एवं बाल विकास, भारत सरकार द्वारा दिनाँक 25 अक्टूबर 2019 को किया गया।

  • लाभार्थी का परिवार उत्तर प्रदेश का निवासी हो तथा उसके पास स्थायी निवास प्रमाण पत्र हो, जिसमें राशन कार्ड/आधार कार्ड/वोटर पहचान पत्र/विद्युत/टेलीफोन का बिल मान्य होगा।
    2.
    लाभार्थी की पारिवारिक वार्षिक आय अधिकतम रु0-3.00 लाख हो।
    3.
    किसी परिवार की अधिकतम दो ही बच्चियों को योजना का लाभ मिल सकेगा।
    4.
    परिवार में अधिकतम दो बच्चे हों।
    5.
    किसी महिला को द्वितीय प्रसव से जुड़वा बच्चे होने पर तीसरी संतान के रूप में लड़की को भी लाभ अनुमन्य होगा। यदि किसी महिला को पहले प्रसव से बालिका है व द्वितीय प्रसव से दो जुड़वा बालिकायें ही होती हैं तो केवल ऐसी अवस्था में ही तीनों बालिकाओं को लाभ अनुमन्य होगा।
    6.
    यदि किसी परिवार ने अनाथ बालिका को गोद लिया हो, तो परिवार की जैविक संतानों तथा विधिक रूप में गोद ली गयी संतानों को सम्मिलित करते हुये अधिकतम दो बालिकायें इस योजना की लाभार्थी होंगी।

मुख्यमंत्री कन्या सुमंगला योजना 6 श्रेणियों में निम्नवत् लागू की जायेगी:-

प्रथम श्रेणीनवजात बालिकाओं जिनका जन्म 01/04/2019 या उसके पश्चात् हुआ हो, को रू0 5000.00 एक मुश्त धनराशि से लाभान्वित किया जायेगा।
द्वितीय श्रेणीवह बालिकायें सम्मिलित होंगी जिनका एक वर्ष के भीतर सम्पूर्ण टीकाकरण हो चुका हो तथा उनका जन्म 01/04/2018 से पूर्व न हुआ हो, को रू0 2000.00 एक मुश्त धनराशि से लाभान्वित किया जायेगा।
तृतीय श्रेणीवह बालिकायें सम्मिलित होंगी जिन्होंने चालू शैक्षणिक सत्र के दौरान प्रथम कक्षा में प्रवेश लिया हो , को रू0 3000.00 एक मुश्त धनराशि से लाभान्वित किया जायेगा।
चतुर्थ श्रेणीवह बालिकायें सम्मिलित होंगी जिन्होंने चालू शैक्षणिक सत्र के दौरान छठी कक्षा में प्रवेश लिया हो , को रू0 3000.00 एक मुश्त धनराशि से लाभान्वित किया जायेगा।
पंचम श्रेणीवह बालिकायें सम्मिलित होंगी जिन्होंने चालू शैक्षणिक सत्र के दौरान नवीं कक्षा में प्रवेश लिया हो , को रू0 5000.00 एक मुश्त धनराशि से लाभान्वित किया जायेगा।
षष्टम् श्रेणीवह सभी बालिकायें सम्मिलित होंगी जिन्होंने 10वीं/12वीं कक्षा उत्तीर्ण करके चालू शैक्षणिक सत्र के दौरान स्नातक-डिग्री या कम से कम दो वर्षीय डिप्लोमा में प्रवेश लिया हो , को रू0 7000.00 एक मुश्त धनराशि से लाभान्वित किया जायेगा।

मुख्यमंत्री कन्या सुमंगला योजना की पात्रता की अहर्ताएं

Mukhyamantri Kanya Sumangala Yojana Introduction and Need

The social fabric of the India itself is complex and sensory. The social, religious, educational and family conditions have been discriminatory for women and girls from time immemorial. Due to the evils and discrimination prevalent in the society such as female foeticide, unequal sex ratio, child marriage and negative thinking of the family towards the girl child, girls / women are often deprived of their basic rights like life, protection, health and education. Continuous efforts are also being made at governmental and non-governmental levels to remove these social evils. In view of this environment, a new initiative is being taken by the Uttar Pradesh Government in the form of Mukhyamantri Kanya Sumangala Yojana which is very necessary. This scheme is being started by the state government to provide new opportunities for development along with social security to girls and women. As a result, on the one hand, efforts to prevent evils like female foeticide and child marriage will be strengthened, on the other hand, girls will get an opportunity to move towards higher education and employment opportunities. Women empowerment is the commitment of the present Uttar Pradesh government. The portal was inaugurated by Shri Yogi Aditya Nath, Hon’ble Chief Minister, Uttar Pradesh, Governor Smt. Anandiben Patel and Hon’ble Cabinet Minister Smriti Zubin Irani, Government of Women and Child Development, Government of India on 25 October 2019.

Implementation levels of Mukhyamantri Kanya Sumangala Yojana

Mukhyamantri Kanya Sumangala Yojana will be implemented in 6 categories as follows:-

first claNewborn girls born on or after 01/04/2019 will be benefited with a lump sum amount of Rs. 5000.00.
second claGirls who have been fully vaccinated within one year and have not been born before 01/04/2018 will be benefited with a lump sum amount of Rs. 2000.00.
third claThose girls who have taken admission in the first class during the current academic session will be benefited with a lump sum amount of Rs. 3000.00.
Class IVThose girls who have taken admission in class VI during the current academic session will be benefited with a lump sum amount of Rs. 3000.00.
Fifth GradeThose girls who have taken admission in class IX during the current academic session will be benefited with a lump sum amount of Rs. 5000.00.
Sixth CategoryAll those girls who have passed 10th/12th standard and have taken admission in graduation-degree or at least two-year diploma during the current academic session will be benefited with a lump sum amount of Rs. 7000.00.

Eligibility Criteria for Mukhyamantri Kanya Sumangala Yojana

1.The beneficiary’s family should be a resident of Uttar Pradesh and he should have a permanent residence certificate, in which ration card / Aadhaar card / voter identity card / electricity / telephone bill will be valid.
2.The annual income of the beneficiary’s family should be maximum Rs. 3.00 lakh.
3.Only two girls of a family will get the benefit of the scheme.
4.There should be a maximum of two children in the family.
5.If a woman has twins from the second delivery, the benefit will also be admissible to the girl child as the third child. If a woman has a girl child from the first delivery and only two twin girls from the second delivery, then only in such a situation all the three girls will be allowed the benefit.
6.In case a family adopts an orphan girl child, a maximum of two girl children including biological children of the family and legally adopted children will be the beneficiaries of the scheme.
